V70 2.4 T 2003 T-stat always open

How can a Mechanic know the T stat is always open in a 03 V70T at a Volvo Dealer without removing it ?

Temperature never gets up to normal when the ECT (Engine coolant temp) sensor is still good- sure bet. This is almost a no-brainer because it eventually happens to almost all of our Volvo's and when the thermostat goes, it's designed to break "open" so as not to overheat the engine.
