Fuel pressure

When trying to start my 960 (for the first time), I was getting a little over 10psi.

I know this is way low, but are the fuel pumps known to only work half-adz?

I have heard that fuel pumps can partially fail, yet I have never experienced this first hand.

Does the pressure go up when the car is running?
I was never able to get the car to start, it would only fire a little then nothing.

It supposedly has a blown head gasket, so i'm going to do a compression test at some point.
What kind of compression should I have?
