Radio lights and Steering wheel controls

I replaced the radio in my 03 XC70 with a used one because the display didn't work. The company I got it from told me that it needed no anti-theft codes. The radio and display work fine but the button lights and the steering wheel controls don't work. When I asked the company I purchased the radio from they told me needed programming with a tech ll scanner. Can anyone give me more information on this scanner? I tried to look it up and found some inexpensive ones that say they program the instruments but they aren't specific about the radio lights and controls. Does anyone have any experience with this?
