One 240 wiper works the other does not . Any ideas?

Which one isn't working?

Is the splined shaft turning on the side that isn't working? If it is then either the arm has worked loose or the splines on the shaft or in the arm are worn.

If it isn't then the linkage has come apart.

the wiper is on the left as you sit inside the car. thank you for your help.
