I've let my volvo sit for the past 5 month. My parents have been starting it once a weeek and now it won't turn over just a week before i got home. Battery is good. I took the cap off the tank to try and release any pressure but still wont start.
Also it's been up in Oregon in the cold.
Any suggestions?

Does the fuel pump whine when you turn the car to ignition II?
Spark @ the plugs?
If so possibly a your camshaft sensor, or a really bad MAF.

Your post is a little confusing. If the car cranks, that means the starter is turning over the engine. Can you hear it making a "runhr, runhr, ---" sound; it should be fairly loud, louder than the fuel pump running. If not it is not cranking and for some reason the starter is not turning. If it is cranking (turning over), for some reason the engine is not starting to run on its own. These are two different problems and call for different approaches to fix.

The starter turn over and it sounds like it will start and then it's like the engine will not run. I can here the fuel pump, which from what i've read it sounds good. Is it possible this could be the fuel pump relay fuse? Spark plugs are good & air filter is good i got it check out before i left and it ran great, always!

If you hear the fuel pump running, the relay & pump are good. Fuel pressure itself is another question though, but let's assume that's good for now.
The spark plugs may be good, but are they actually sparking? Pull one out, lay it on top of the engine, and then crank the engine. If there's no spark, you could have a bad ignition coil, cam sensor, or RPM sensor.
If there's spark, are the plugs wet with fuel?
If you're definitely getting both of the above, it's possible the compression is just too low for it to start. Put about a tablespoon of oil in each cylinder, and then crank with the gas pedal to the floor until the engine begins to catch. That will keep any more fuel from being introduced, then you can let up on the gas, and hold the idle with your foot until it can run on its own.

had same problem with my 96 850 stared fine excpt when cold. no codes in computer. went through all the checks that everyone has sugessted...didn't work. replaced the cam position sensor and problem fixed...I would start there

Test both the cam position sensor and crankshaft position sensor leads with a voltmeter set to the ohm setting. If you see 0-120 ohms between either of them, you've got a bad sensor...anything over that is just gravy.
