My vehicle isn't equipped with fog lights from the factory, however the wires are ran to the cut-outs in my bumper cover.
Does this mean that everything is already wired and ready to go if I were to just add the lights/switch?

You need to cut out the blanks, install the kit, fog lights and relay
THEN you need to go to a Volvo dealer and have them initialized.
They will NOT work with out the software download

I'm not very familiar with the V70 air dam, however, I know on the 2002 S60, the area for the fog lights has a plug that covers the holes, no cutting, it just snaps out.
I added fog lights a few years ago. Used a volvo OEM kit. Not very difficult, just takes removing some molding underneath the air dam. It took about 2 hours(taking my time). The switch is actually already in your car, just covered with a blank plug. As was mentioned earlier, you will need to go to the dealer for programming. It cost me about $225 total to add them...alot cheaper than having the dealer do it. They make the car look better, but I a bit disappointed and the amount of light they put out.

Part number for the kit, which includes all you need to install fog lights is 8622838, it costs $127.88. It comes with instructions and is really pretty easy. Find an indy shop with VIDA for the software and voila you have fog lights.
