940 starts but won't stay running

hello

our 1992 940GL non turbo charged seems to have an intermittent fuel supply. the fuel pump runs when the key is turned on for the first 3 seconds and the car will start but then stall. i've removed the fuel line at the fuel rail and the fuel comes steadily for the first 3 seconds but then stops. the fuel pump seems to work properly for the first 3 seconds, the fuel filter seems to be passing good clear fuel at what seems like more than adequet pressure but once the fuel supply shuts off with the pump after the 3 or 4 seconds the car stops running.

is there some kind of relay that might fail this way? or any other suggestions?
