I went to have my 1996 850 Volvo turbo wagon inspected for Massachusetts and the computer will not speak to the state computer for my sticker. Took it to my mechanic and he's having issues finding the problem as well. States it will be a witch hunt, but is willing to take it on.
Wondered if anyone else had this particular issue and if so, what the solution may be? Otherwise, my poor mechanic is going to have a fun time using $$ labor to find the wire or loose connection. If someone could suggest an area, I'd love to hear it and pass it on. God knows this site helped me in the past with another huge issue that caused me to find my mechanic in the first place for a $145 fix vs. $3000 at dealership.

I took out my console to fix a broken parking brake cable, and couldn't figure out why my car would no longer talk to my scanner. I had knocked one of the wires loose from the OBD connector. So, after removing the thing twice, 2 days later, my shifter light burned out
Anyway, it could be something like that with yours, or it could be dirty or corroded connections or a loose connection from the ECU box itself.
