Pulling the fuse or just disconnecting the fan behind the glove box is probably about the only way you can shut it off.

I'd also replace the blower motor, and get the one with the squirrel cage attached

OK I thank you for you help but now I believe the Problem could be bigger...... I have the fan problem (problem 1) I just installed a new ecc and when I start the car it blonks 3 times then lights up like normak....... the temp works and the air direction works but the fan controls do not work....... but it gets better ...... I turn the headlight on for night driving and the ecc turns off........... I believe I have many problems at this point....... Please a good strating point .......

This sounds very much like an ignition switch issue with the additional details.

Lee Thank you so much....... I am going to throw a fan blower motor and blower resistor, a ecc at this in the am..... before I blow them....... why do you think it might be a ignition problem...... all other things in the car work right and all the fuses in the panel work the way the should....... the thing that scars me is that when I turn the head lights from auto to on (with the dash lights on) the ecc lights go out........... is there a power deverter for the ecc that would not make enough voltage ...... Like I said im thowing anything and anything at this to make it work...... and ps this is my first volvo at the age of 40 and I wish I bought one 20 years ago.........
