Headlight adjustment without gears?

Headlight adjustment without gears?

The vertical adjustment dials for my headlight don't seem to do anything at all, and at the moment my headlights are basically pointing at the front bumper. Does anyone have any experience with either fixing the adjustment controls (assuming the gears aren't stripped or broken), or finding some other way of setting the headlights in place? A friend of mine likes the idea of drilling long machine screws through the housings to set them in place. I don't like that idea so much.

What kind of ride do you have?

Did you just install new bulbs? Sometimes I have a hard time getting the bulb properly mounted in their base and that would cause the bulbs to be a bit cock-eyed. :?

I'd also make sure that the assembly is seated and attached to the car body properly.
