grocery bag holder- '01 V70

grocery bag holder- '01 V70

I cannot figure out how to use the grocery bag holder in my '01 V70 T5. When I open the lid in the back of my wagon, two flaps (one on each side) flop down from the underside of the lid. They each have a belt with a metal buckle. The lid won't stay up because the cargo mat on top pushes it back down.
What are the flaps supposed to do? I see a place on either side of the tray for the buckles to attach but I don't see how that accomplishes anything. The owners manual is useless; no pictures at all.
Obviously it's not set up correctly so what do I do?

You can't use it with a cargo mat
Without the mat, it should stay open, there are two flaps on the side which snap sideways into place to secure it open

Any body got a picture of what it should look like when snapped in? What are the belts for? They don't seem to do anything?...and the flaps won't stay vertical to hold up the lid. Maybe I'm just too stupid to use this gadget but on first look it seems like a poorly designed accessory to me.
I bought the car in April from a Volvo dealer and the salesman didn't know how to use it either. So much for the training dept!
