Sunroof and seat belt issue

Well, I'm officially in the brick fold. Got my new to me 89 740 turbo wagon home last week and have been digging into it since. After soaking in as much info as I can (the brick boards are a real wealth of knowledge) I think I've got every known issue for that model, from creaking steering column to water in the passenger footwell.
Anyway two issues I'm working on now and could use some input.
1-The sunroof doesn't work. I can open and close it manually with a screwdriver (its electric) but it won't work with the button. The rear will tilt manually also. I get a click from the motor when I press the botton but no action when the roof is open or closed. But when the roof is fully tilted the motor will start to close it for a second and stop. I'm assuming since it works manually the tracks and cables are ok and most likely a motor issue. Before I pull it out is there anything I should look for? Anything I should do to test the motor before I replace it?
2-The passenger side seat belt will not extend from the belt rectractor. I removed it from the seat when I torn apart the passenger side to dry out the well and replace the blower motor and when I tried to reinstall it it was locked. Can't remember if was like that or I did something to it. Drivers side works fine. Is there a way of releasing it or is it just broken and I need to replace it? I'm getting close to fixing all the issues and having a nice running brick :-). Any input would be greatly appreciated.

About the seat belt issue. When trying to release it it must be in a totally horizontal position as mounted in the car. So if you try to make it work in some other position, it will be locked. Assemble it and maybe give it some small knocks and hopefully it will be released. It could be someting like dry grease inside.

Thanks LaRy. Makes sense. All is good again with the seatbelt now. :D I had tried to pull on it in all positions holding it but it stay locked. I remounted it and after tugging on it for a few minutes it finally released and seems to work ok now. Appreciate the help. Now if only I could get the sunroof going.
