1998 S70 - Trouble Starting

Since April, my car has had problems starting. First thing in the morning, it starts up right away. Then, if it sits for any length of time, it takes forever to turn over. Also, there are tons of fumes and the smell of gas. The car is burning through gas and I'm getting terrible mileage.

The check engine light is on, the only code that comes up is for the air pump. The air pump needs to be replaced but the service shop tells me that this is not related to the problem. They've conducted several diagnostics, no conclusions. I gave them permission to experiment. The following is a description of everything that they have tried:

Fuel pump - put in a new one, no change, replaced old

Fuel pressure regulator - kept car over night, hooked up gauge, started car in morning, no reading of problem in fuel pressure

Cam Shaft - put in new, no change, replaced old

Air Mass Meter - checked

I've been going to the same repair shop for years. They specialize in and only work on Volvos. They provide great service at very fair prices. They have been very kind to me, not charging for any of the above, even the diagnostics. The car has been there 6 times since April. They can't solve the problem. We are all stumped. Any suggestions and/or advice is greatly appreciated.

Check the rubber elbows in the airpump system. I bet one of them is torn. Check this diagram for reference. You'll want to inspect parts 17, 18, 22, and 26. When one of these tear, it allows extra air into the system. The o2 sensors will tell the ECU to adjust for this extra air and therefore, cause the car to run rich and cause your bad gas mileage.
