XC90 Front Seat Back Rocks Back and Forth

The driver's side front seat of our 06 XC90 V8 will rock backward a small amount only on the left side. I have taken the lower panel off and looked at the mechanism and can see a part moving, but nothing seems loose. I also see this on the passenger seat (but on the right side of the seat). Any ideas?
