2000 v70xc: can one cog off (counterclockwise) on the exhaust side affect performance?

Yes.

You should have CVVT that will try to make up for it but it has its limits.

Continuous variable valve timing? so the engine just takes care of herself?

Variable valve timing. If your timing is off, you may actually get a code for that solenoid after it realizes it can't correct for it completely.

it will affect engine performance

i would really tend to find out out why its a cog off , double check your tensionner and other items to make shure they are in a good cond

one cog isnt the end of the world but if timin belt jumps it can cause a lot more damage
