Volvo S40 whining noise

My 2001 s40 make a whining, grinding noise when gearing down. But mostly when cold at startup for about 5-10 minutes of drving.. It has done only 40000km's . The service man told me to replace
catalytic converter as he said it is faulty and this noise is caused from
pressure building at 3000 revs. I am not so sure?
Has any one experienced this before ?

It could be worn drivetrain parts, worn out rear wheel drive differentials often make a winding down noise that sounds kind of like a jet when slowing
