I bought mine from Amazon: https://www.amazon.com/gp/product/B0029E ... ss_product and am VERY happy with them.
They come with instructions for installation and it is easy, ask if you have specific questions.
The problem with Volvo 850 is that you'll have to install an additional kit for the high beam, I have not done it yet as I don't use high beam ...

Just installed mine this past Sunday; very simple.
Ebay kit (H7):
http://cgi.ebay.com/ebaymotors/ws/eBayI ... 0472037496
Ordered the 6000k to come close to factory.
Install was:
1 Find a place to mount the ballasts; I mounted both to the plastic area above the fan shroud.
2 Remove the inner headlight covers (round) and cut holes for the wiring. I used a drill and a hole cutting bit (estimate the size by matching is against the size of the grommet shipped on wiring for the ballast).
3 Pull the existing bulbs (2 clips)
4 Install the HID bulbs (DO NOT TOUCH EITHER BULB!!!!!! YOU'LL LEAVE OIL THAT WILL TRASH THEM ONCE THEY HEAT UP)
5 Run the wiring through the hole in the light covers and pop the grommet into place....should seal up like factory.
6 Attach the wires from the ballast to the bulb socket; on mine, brown was negative, yellow was positive.....any doubt, attach a DMM across the connector and turn the ignition to run.
7 Reinstall the light covers
8 Fire it up and admire how awesome these look.
9 Aim them; I waited until it was dark and by turning the horizontal aim (T25 or T27 torx bit required) was able to position the lights so the beam would fade out approx. 40ft from the vehicle. Took it for a rip; no-one flashed their high beams at me. Huge difference compared to the old ones....could barely see, even with the high beams.
Look on youtube for HID install videos.....should take you no more than a couple of hours. Well worth it.
I can take some pics if there is more interest.

It depends on:
1. The colour of the lights (I use 6000K which is ultra white).
2. On the local low where you live.
I believe white won't bother anyone (any state, country or province's law).

I have done this install on my saab and a few other cars. I bought my kit from HIDextra.com and that's where all my friends bought it. The install is really easy, basically plug and play and the lights are really good and don't flicker. The basic way it works is the wire from the balast (which limits the power flow through the lights) goes into the oem light connector that your light is currently plugged into. So that wire goes into there. The other wire from the balast is is the igniter, which connects to the anti-flicker capacitor (to not trip the computer that the light is out) which connects to the light. It's a really simple install, as long as you figure out how/where to attach the balasts, which HIDextra makes pretty slim.
The best/most popular is the 6000K hid light. It is white with a tint of blue but looks decently blue but not deep blue like the 8000K (but the 8000K produces less light). the 5000K is like stock HID's are a white with a tent of yellow. 6000K is the best middle ground because it illuminates well (3 times more than standard halogens) and makes the car look sick.
The HIDextra kit is only $60!! and sometimes they have sales or you can google promo codes like 15% off. They are high quality and have a "satisfaction guarentee"-they sent me new free parts because i couldnt get things to work right on my saab (but thats because its a saab). Lights were perfect, just trips off my computer. Kits below $50 are probably crap and flicker (watch their video about this). Offcourse kits can go up to $200 but HIDextra is good and cheap. get it!
