check engine light doesnt go on

After I swapped out the instrument panel on my '93 240, the check engine and oil light don't turn on when starting the car cold. If I drive it for at least a half an hour and shut of the car and start it right away the both lights work normally. I swapped the panel because the odometer didn't work all the time (sometimes it did and I couldn't find the loose connection). After I swapped the panel the odometer works but the lights don't. Now even if I put back the old panel the bulbs don't work unless the car is driven for awhile.
