One on the low beam bulbs on my 2002 S60 AWD was burnt out so I bought a new set and replaced them both. Turned the ignition on and made sure they both light up and they do. Got in the car and went to start it...Nothing.
The battery isn't dead has everything works fine but when you turn the key that last little bit to crank the motor absolutely nothing happens.
The warning center seems to be flashing on and off that the low beam bulb is out but its not.
What did I do?
Replaced Headlight Bulbs now Car won't start! Help!

I doubt you did anything changing the bulbs. If you are sure the battery isn't the culprit I would shift it in and out of park a few times just to be sure it is in fact all the way in park. Some people have reported having issues with the immobilizer on these cars as well. I don't know much about this issue, but from what I have read you can try the valet key and see if it will start your car, or lock/unlock the driver door 5 times with the key fob (stuck in the door) and see if that will reset or deactivate the thing. Sorry I couldn't be much help..
I agree with the last post, do the process he stated, but if no luck, have someone in the car holding the key in the start position while you wiggle and move and wiring in the area you were working putting the new bulbs in. A poor connection may be reveiled if it tries to crank when you move the harness around.

Tried both your suggestions and still nothing.
The thing I find odd is that the low beam out warning continually flashes on and off in the dash but the headlights never blink or anything.

It has to be a connection issue. The ECM is located on the front left of the hood right near the low beam bulb. Make sure that all connections are good there since the wiring harnesses might have been moved around to get the bulb cover off. Nothing else really comes to mind other than removing the negative cable from the batt in back for awhile to see if that changes anything.
