Weird Filter Box Question

Weird Filter Box Question

My filter box has a weird cable going from the engine manifold to the filter box itself. Its then connected to a flap that connects the grille air intake to this crappy looking tube to the back of the engine (exhaust manifold) i dont know what it is... it creates suction... and I'm trying to create my own intake and i want to remove the filter box but im not sure if this cable vaccum thing is necessary... anyone know?

Not sure if you're talking about the MAF or something else. Can you be more specific or load up a picture or two?
