Ok, I replaced the old PS reservoir cap and no more leaking! Nice, cheap fix. I'll do a complete flush of the system in the next couple of months and should be good to go 
Where did you buy the cap and fluid? I'm having the EXACT Same issue with my 02 s60T. Leaks all over and gets on everything.
I also hear the sound when its cold. Did the sound at cold start go away with the new cap, and if so, why?

FCP Groton carries the fluid, if you are unsure of which one to order call them with your car information. You should be able to link directly to their site from the homepage on this forum. Some Napa's carry it in stock as well, from my experience if they have to order it they are more expensive than FCP even with the shipping charge. The cap and gasket is probably a dealer only item, but it should be cheap nonetheless. Tasca Volvo has a really nice online parts department if you don't have a local dealer handy and they are generally cheaper than anyone on oem parts.

I read somewhere that within the power steering reservoir, the return line comes into the reservoir and goes thru a "pipe" that directs the returning fluid to the bottom of the reservoir. This pipe can get loose/fall off; then the fluid is sprayed into the top of the reservoir, creating foam and encouraging leaks out the cap.

Sorry for the delay in my reply. Smarzig - After replacing the PS cap (bought from local volvo dealership) I had no leaks from the res. I have to keep adding lucas ps fluid to the res. My leak is coming from the PS pump behind the wheel pulley. When it is cold out and I start the car I have experienced the noise you are talking about. I attribute that to a low fluid level due to leaking via behind pulley. So, Ive resolved one area of leaking and with the replacement of the PSpump hope to have solved the problem entirely. I have ordered a replacement pump via Erie Volvo (used @ $65.00).

The reservoir cap is the same as the one on my sons 1999 Chevy Cavalier

My 2004 V70 2.5T with 110K has a very very slow PS leak. The hose is damp and underneath, there is some PS fluid/dirt collection etc.
I add roughly 1/2 cup once a year, so it is not so bad but I plan replacing the PS reservoir + Hose.
- For those of you with PS Reservoir leak, when did it happen (miles)?
- The Return Hose, it is $80!!! Has anyone tried using a generic Transmission Hose (from local auto parts store) and bend/mold it to fit?

'Only' $80 genuine.. these are easy to get at the junk yard but usually leak at the pump, I just cut the last 1in off the hose as it deteriorates inside, and use genuine Volvo worm clamps (I use two side by side) www.youtube.com/watch?v=XnpxDqAAj6Y

Be aware there is a part that breaks in the reservoir causing pump whine and fluid to push out the cap. My cap was leaking too on my 2004 and I had the dealer put a new reservoir on and suddenly all is fixed. No leaking out of the cap and no noisy pump. I posted a thread on here about it. Here is a photo of the old reservoir. The new one is still dry and the original pump is silent. June
