Changing rear parking light bulbs on 2002 V70

I followed the instructions in the owner's manual to replace the right rear parking bulb; however, the same problem still exists in that the top parking light is still out but the bottom parking light works. Is there more than one bulb for this section and, if so, how do you remove and replace the top one? It seems pretty simple in the owner's manual but there's apparently something I'm not doing right. Any ideas on how to solve this problem?

From what i know there are two parking bulbs below the turn signal but there are no bulbs above the turn signal in my 01. you may need to remove the speaker grill and speaker to get to the upper bulb.
