As in the picture above it seems I have no relay port/connector/harnes to put my fog light relay into to add fog lights.
So my questions are:
1) Is it necessary to have the fog light relay to make the light work?(this might be a dumb question)
2) If it is necessary, How hard would it be to wire up the connector and how long would it take?
Foot note:
I have all the pieces needed to connect the fog lights. I pulled everything off a junk car with fog lights installed and knew what I needed when I pulled the parts.
If this is something that is going to take A LOT of work then...( I really DON'T want to tear apart my car.)
I have a fog light Kit for sale. HAHA

Volvo installed all of the wires necessary for any option so you just need the relay, switch and lights.
Yeah, you need the relay. The switch wasn't built to handle the load.
The switches in the dash have color-coded connectors, so it's easy to figure out what harness it connects to.

AGAIN... The harness that the relay connects to is not there, if it was there it would be green. I understand that I don't need to run wires for the lights.
So by what your saying contradicts what I am actually seeing on my car.

OK, sure - point out the fact that I didn't properly read your post . . .
Maybe they changed their wiring process for the SE in 2000. Do you know if there's a harness in the dash or wires behind the bumper where the lights would connect? I'll guess that the answer would be No since the relay would run in-between point "A" and point "B".

To answer my own question and help others....
All the wiring is there for the fog lights all you need is a switch from any year model 98-00 that had fog lights. I pulled my switch out of a 99 at a junk yard and the lights work great.

I just finished installing factory fog lights on my 2000 V70 I picked up a switch, lights and relay from the salvage yard. The relay will plug into the tan connector on the upper left of your picture. It is a small black cube like the blue one in the picture. The ones I removed from the salvage yard is made by (Hella). If you need one let me know I picked up extra I could send you one.
