Welcome to Matthew's Volvo Site.
Can you confirm year and model, please? The 740 was replaced by the 940 in '92.
Regardless of the model '94 cars are fitted with an On-Board Diagnostic (OBD) unit in the engine compartment with which you can check for fault codes - a first step in diagnosing these cars. Instructions for its use are pinned at the top of the forum. If it is the year that is incorrect the OBD unit was fitted to the 740 non-turbo from 1989 and the turbo models from 1990.
Bill.

I had this prolem some years ago with a 740 GL carb. model, turned out to be a gummed up float needle valve in the smaller choke side of the carb.
Hope this helps.
Hope this helps.
Can someone please tell me how to read the OBD in my 1991 740 GL wagon? I cant download the info from this site. If some could tell me how to do it, I may be able to finally get it running. We are stranded without it. I just replaced the cold start valve because someone told me thats what it was. It still dosnt start. I cant get the new fuel filter to stop leaking either. I really need some advice here. Thank you all

First of all do not use starting fluid ever in a gas engine. When I owned a Volvo shop in Southern Conn. so many cars were towed in by a three letter towing outfit that used starting fluid and damaged engines. Just because the temps. were in the single digits does not justify the use of starting fluid,it is only used for balky diesel engines in fridgid weather conditions. If the vehicle has good compression, ignition spark and quality treated fuel with isopropyl type dry gas it will start I would first replace the spark plugs and check their color, after that I would check fuel pressure which requires a special device or find a good euro car shop. If you wish let me know where you are in Conn. and I can reccomend one. The leaking fuel filter could be a problem and unless the vehicle is up on a lift you can't properly tighten the fittings and copper "O" rings. Throwing parts in the car gets expensive and working in cold adverse conditions does not help either, thats why I sold my shop and moved to Florida. Dick K. from Fla.
