Testing Washer Pump

In My 1994 940, the windshield washer quit working. Yes it has fluid, smart-axxes.
The fuse is good and the wipers work as well, in all modes. The problem lies either in the switch on the stalk or the pump. I pulled the pump and hooked it directly to the battery and got nothing. I got a new pump and hooked it to the battery and got nothing.
So, question is, can a washer pump be tested by hooking the + and - directly to the battery?

The answer is, "Yes!" but don't run it dry for too long as you could burn it out.

Well then, I guess that means the NEW pump I just bought is also bad...
