Update. I replaced the fuel filter and the car will still not start. There is fuel getting to the engine, and there is a spark. Something to do with the fuel injectors perhaps? This is a mystery to me, does anyone have any ideas? Thanks!

There are more tests available using OBD, especially to see if the injectors are working...Bill has posted OBD procedure in the repair data base under 240, 740, et. pinned to the top of the page...

Well this feels like progress anyway. When my problems first began there were no codes on OBD, but now I have two for fuel. They are 3-2-1 and 2-2-3. Cold start valve, and idle valve. What can I do to test these before I replace them. Or what else can you advise. Thanks!

I had problems with my 740 GL regina volvo as well. I replaced fuel pump, fuel filter, spark plugs, battery, and finally the IAC valve. (idle air compressor valve). To check this I went to an auto store where they ran a diagnostic test. I was sick of not knowing for sure the problem. It ran me 90 bucks but they were able to diagnose the problem and give me a list of other things that were needed to be fixed. I now know every detail because they went through the whole car. With the regina, the IAC valve is expensive. If you go to my post the "volvo 740 no start" posted by Jessica it explains how to clean the IAC valve. I ended up buying a used one from a junk yard because I could literally blow air through it. I hope this helps.

By the way, the problem I had began with the volvo not starting. LIke yours, it would sometimes start on the second try or not at all. The problem was immediate just like yours, so I suggest it is the IAC valve.

Well I removed the IAC to clean it, and I am noticing that it does not appear to be dirty at all. So I suppose it either needs replacing, or it is in fact not the valve itself but something else. Recall that I am also getting an error code for the cold start valve. Could it be the ECM that is failing?

Run the indicated OBD function tests to see if you can hear the cold valve and idle valve actuating...

Yeah, I tried that when I first got the codes, and I did not hear anything while the led was flashing, or afterward. I did not try touching the valves to see if they were operating, so I suppose I could check again, but I will not have time for the rest of the day.

The situation is now as follows. After cleaning the idle valve and reinstalling it, I deleted the OBD codes and the code for the idle valve is no longer present. However after several attempts to delete the error codes I still get 3-2-1, which is for the cold start valve. The PDF which I have been referencing and which jerry has posted to this thread simply says "check cold start valve." So do I have any options besides replacing this valve? Is there a temp sensor that might be giving this valve bad information?
