Driving on the freeway on my way home the car seemed to lose power and there was a high whining noise when I would accelerate. I never drove it for the rest of the day. I go to my step-dads house(not far) to get his opinion and white smoke started coming from the exhaust and soon later the engine. Then there was also a clunking or clicking noise coming from the engine. We believe it might be the head gaskets or the turbo.
I am hoping it will just be the turbo and I will get a refurbish kit for it and do it myself. Also is
this right? The price is ridiculously low....
How difficult is it to replace/refurbish a turbo on a 1999 Volvo s80?
What tools would I need?
What is the most cost effective way to go?

You need to diagnose some more. Coolant system pressure test could be your next move. Or a test for the presence of combustion gases in the coolant. Where did the smoke from the engine come from. White smoke + turbo blown would mean cracked housing which is possible but not all that likely. The prices you linked seems right for a used turbo that you can pull a mileage figure out of the sky for.
