98' S70 GLT Turbo Options?

Youare barking up the wrong tree. A 15 or 16 is about all you're going to get away with on the 2.4 due to compression without making changes. The "buy a T5" advice is correct if that's where you want to go. Even then, you are jumping directly into territory where you would need bottom end work.

Are the stock GLT rods and pistons that weak?

I was pushing 18-20psi in my Talon with an EvoIII 16G on a 2liter 4-cylinder, and the engine can take much more.

Btw, I've had this car for 6 years, just recently got back in to wrenching again.

If it were my old DSM, the stock block and head would be good for 500bhp.

Block and head yes, these Volvo Blocks and Heads can do the same, its the ROD's that are the weak point. i mean I know that DSM had the same weakness from motor to motor. so drop the large turbo in it, just pull the bottom end out and put some new rods in that can handle stress. the block can take it

Why would you want 500 hp in a FWD car? Even with the stock 240, it can be a bit of a handful.

Keep in mind the auto transmission is only good for ~300. Anything close to or more than that, they go boom.

Never said I was looking for that level if power in the Volvo, but it's frustrating to be told at every turn that the 2.4 is weak and seems to onlyrespond to large injections of cash, much like the "Kyle has AIDS" episode of South Park.

Regardless, I've already decided to do what it takes to get this Volvo to 350k miles as a daily driver, and get something different for fun. I'm thinking either a 5.0 in a Miata or an E30 convertible with a turbo-M50.

I've driven a 5.0 Miata, close to a smaller Cobra, VERY fast and loads of reliable fun
