Brake problem (Help)

So I have this crazy brake problem that has been occurring over the past year...there are several things that occur. The most serious is when I hit the brakes and I have a very difficult time stopping. It feels very stiff like theres a rock wedged in there somewhere. I noticed that this only occurs when I am in stop and go traffic, when the brake is being used often. Sometimes when coming to a stop, a faint whistle is apparent. The whistling does not occur when my brakes decide to get funky. There have been times where I have to put all of my weight on the pedal to stop the car.

The other thing that happens is when it sounds like the ABS is kicking in when it really shouldnt be. This happens mostly when I am coming to a stop at the bottom of a hill. Depending on how hard I get on the brakes determines the sound that is emitted. It can be a faint click, click, click, all the way to a very loud thumping noise that I can feel somewhere underneath the car.

We have already replaced the brake booster and replaced all 4 brakes and rotors in the car.

VERY dangerous situation, could be deadly!

Check the vacuum hose leading to the brake BOOSTER.
Post a pic of what you find.

It sounds like all your wheels aren't braking. You should check for frozen calipers.

All of the calipers are in good shape. vac hoses are good I changed the Brakes, brake booster check valve no luck. Possible Brake booster??????? thanks for your help
