It is called the dashboard cover.

There are great parts diagrams at a few of the online vendors, this is from one that sells original Volvo parts only www.tascaparts.com. This site will be your cheapest online source for this part but #4 is $346 there.

Are you sure the piece you are talking about isn't part of number 1 ("instrument panel" i.e. the dash itself), along the front edge there?
