1999 S70 RPM gauge does not move help!

I just purchased a 1999 S70 and there are some problems with it. First of all the car goes into home limb mode while it is idle or slows down. From reading this is the ETM or what I was told the throttle position sensor. I was also told that the car had a recall so I called Volvo and they told me I had to take it to the dealer; it was a software upgrade that I need to have done on the car but there is no guarantee that it will fix the problem. Also the car shows ETS and Check Engine.
Secondly, what I just noticed was the RPM needle does not move and I am not sure how to correct it.
