Dealer service problem escalation procedures

The MPG on my 96 850 recently went from about 25 to around 10. I took into a dealer where they recommended cleaning the throttle body, installed new mass air meter and installed new plugs - $512. Mileage was still bad, returned to dealer they recommended new distributor cap, rotor and new spark plug wires for another $250. After about 4 hours, they returned and told me that both front and rear O2 sensors were bad to the tune of another$500+. I blew up and suggested that they were just guessing as to the problem but to fix it and I would worry about who was going to pay later as I had to drive about 800 miles to my new job the next day. Well, no surprise, they refuse to do anything about it. How do I get in touch with a Volvo Zone Service Manager or someone from Volvo to complain and see what they suggest?

Stealerships.... ripping people off since 1942. They really will take shots in the dark at things. If they had done the proper diagnostics, the faulty part could be narrowed down instead of randomly replacing whatever they feel like. My guess.... a major vacuum leak somewhere or a "stuck" injector.
