96 850 seat heater/mirror fuse diagnosis

I have a 96 850 with the winter driving package. My seat heaters and my power mirrors do not work. Both of these features are on the same fuse so I thought maybe the fuse was blown - no such luck. Any suggestions on where I start to diagnose???

Your car has a recall on it for the seat heater. When they add the new wireing they should find the problem
