94 850 rear seatbelt stuck

94 850 rear seatbelt stuck

Can anyone here tell me how to access the mechanism for the left rear seatbelt on a 850 Turbo Wagon? It is inside the seatback and will not extend. I cannot even raise the seat fully because the belt is stuck halfway in. I read a much earlier post similer to this, but there was no solution given. Can anyone help?
