1999 v70 none of my four window switch's work.. I replaced the drivers switch (brand new part) still no go. Switch makes a clicking/whining noise both new and old switch when trying to use the switch

When you say driver's switch do you mean the "MASTER" switch which can control all of the other windows? If so, this usually takes care of this issue as all of them are connected into that main one. Did you buy the master switch new or used?
