'96 volvo 850 T5 wagon- water pump

Hi from sunny Johannesburg!
After nearly 400k odd [speedo stopped at 273k!] of safe comfortable kilometers [and after seriously ramming a BMW in a armed hijack attempt] I really love and respect this old lady!
With MVS help and as an amateur mechanic, I have kept her going well and saved costs. Very NB as pensioner.
Fellow Volvoans, please advise me on my current problem. Turbo blew [smoke+plenty oil in exhasust and inter cooler]: I precisely self-fitted turbo kit - same prob: fitted dealer refurbed turbo -no change: turbo redone - no change. Still smoke and oil problem! All piping to air intake and to turbo are blocked off and no link to PCV. Oil flow through turbo perfect but, although coolant/water flows freely thru' turbo under gravity [water bottle cap off], no coolant flow when engine idling! [Thermostat valve removed so not the issue]. Means to me that water pump not working, which doesnt make sense as less than 50k kilometers since fitted new. I have used only water in cooling system for last few months as wanted to save cost of proper coolant until problem solved. COULD cooling system have built up enough rust/scale from pure water coolant to somehow block off flow of water pump??
Your opinions would be really appreciated.

All piping to air intake and to turbo are blocked off and no link to PCV.
That could be part of the problem. The PCV should and must have lines to the intake lines via the PTC Valve, the intake manifold, and the top of the head.

Perhaps I am misreading the post but how are you getting the air to the throttle body? The turbos won't run worth crap if a line to the intercooler pops off.
