Seriously - We have had 21 Volvos (in the family), most models including an S80 twin turbo which went like hell, but when I test drove them I found the non turbo to be very sluggish. There's nothing you can do as far as I know. The older 740 and 940s were horribly slow too. Volvos are not known for speed. I had a Citroen C5 2.2 TDI and it went like you want your Volvo to go........it handled like an old river ferry, but went well. As the others suggested, if you want a Volvo that goes you have to buy a turbo.
