2003 v40, Repeated Alignment Problems

The v40 has had several alignments since I purchased it this past summer. Belle Tire says they cannot fully correct the problem, as a part is too rusty. So, every few months I take the car back for a fresh alignment. They recommend a camber kit to address the issue. They let me get under the car to take a couple pictures. For reference, the faded yellow circle is the muffler (or rear, right side). The steering wheel is starting to wobble back and forth again. I figured it's time to ask for some help. I'm trying to avoid the dealership. What you guys think? Any ideas?

Bright yellow circle is the rusty part in question.

As you can see, the part, which used to be a full circle, is now separated.

Quick Update: rotated tires, no more pull to the right, no wobble, no torque steer. I think the tires were just wearing a bit.

That eccentric bolt should be replaced and when the bolt is out and the control arm is down the eccentric control plate can be MIG welded back to the frame. The washer on the bolt head looks to have been turned and the edge has beveled. When this happens the washer burrows under the eccentric plate and damages it.
OR, if it is close to tolerance and the alignment in rear is not showing to change if you have it re-checked then do nothing.
