No, that is the blade.

Arm = the piece that attaches to the splined shaft of the wiper motor.
Blade = the easily removable piece that holds the rubber "cleaner"
Refill = just the rubber piece, som blades you can replace just the refill as opposed to getting a new blade.

This post is about questions regarding the arm but yeah, you may be able to resolve the problem with a different blade.

Thank you erikv11 and since Costco has such a great return policy and at $8.00 each it could be worth a try.

I was trying to figure out if a (now I know) blade change would fix the problem of the blades not making contact with the windshield unknownst earlier it was a only a poor arm design problem. Thanks again for the clarification of Arm, Blade and Refill and in the case of the Goodyear it is a Blade/Refill all in one.

Do double check that the attachment piece to the arm is the same in both packages. I think there were some older model (not bad) mixed with newer so my first set had one blade that was a hair loose and when I went back I had to buy the longer so both had the same attachment piece. At that point I remembered that is how I had bought all my previous blades one inch longer than stock. There are actually several attachment pieces to choose from in the package like any other blades sold.
