CEL corresponds with fuel level

CEL corresponds with fuel level

I have a Check Engine Light that consistantly corresponds with the fuel level. The light is on from full to about 15 gallons, of from 15-12 gallons, back on til about 9 then off til around 6 then on till the I fill-up.
Is this just a coincidence? That code that I am betting is a minor EVAP Leak. I had a constant CEL for a Major EVAP leak but I replaced the two hoses off the canister. The car is also hard to start when the CEL is on. It cranks for about 8-10 seconds, then fires up and runs rough for about 5 seconds, it runs very rich when it starts like this. I was thinking the CEL may be caused by a bad fuel cap, but I can't see that causing the hard start. Any suggestions?

Interesting. I have had a car with a bad fuel tank valve that allowed liquid fuel to get into evap lines. There is an outlet nipple on tank that has a float that seals it when fuel is higher. The condition was present on this one until it got lower and then it ran OK. The CEL has a delay. The problem will be there and it takes a couple of run periods to do the test and fail it and turn on lamp. When problem is gone it takes a couple of run periods with passing test to get lamp back off.
Is the hard starting present only when tank is fuller or ANY time CEL is on?
Next thing that comes to mind is the fuel vapors should not be able to flood engine as the evap valve is closed unless ECM operates it. When parked it shouldn't flood. Leaking evap valve could do this but should give other code besides small leak code.
