Gas tank leaks

My '97 960 has split filler hose, the smaller one keeps popping off. I can only put in less than 4 gallons or it leaks all over the ground. there is no leaking when driving, just when filling. This is the second time it popped off, and engine light is still on. I have been asking and people say it may be the charcoal canister clogged. Any ideas?
