Yesterday I had my car inspected and it didn't pass because the mechanic who inspected it said that "when you turn volvos on the srs light comes on and then goes off."
Shortly after getting a bulb thinking that it would be the problem, I checked the fuse which was fine.
I did end up checking the bulb and then replacing it to make sure it wasn't the bulb.
And after all of the work, the srs light did not even come on.
Any suggestions on why it will not come on at all?

You should have an OBD I unit on your '95, try checking the B5 port for codes and see how that goes. I replaced the airbag ECM in my '93 when my airbags were deployed and that would be another possible solution. Although you don't hear of those going bad on their own.

I've done the code reading and I have gotten no fault 1-1-1.

I can suggest one fairly easy way to check if your ECM is monitoring the system and setting codes. Pry off either B-pillar cover and unplug a seatbelt connection to the srs system. (you may want to disconnect the battery, I've done it without) Then start the car, or just put the key in position two, or both, to see if your SRS indicator lights.
Also see if anything comes up on the B5 port again.
If it doesn't, and you know the lamp is good, you may need a new ECM that goes inside the console.

Sounds like a faulty unit to me, thats why you are getting the clear message, if it were a wrong message, the light would illuminate. Which its still not (so basically, try what Ben said,) and like he said, if it doesnt throw a code and light up, than its not working properly. Your dealer should have test to determine that the unit is working however... I don't know what he would charge, but i betcha anything airbag related to old volvos isnt very cheap.

I took my car to a better trusted place (family friend that works at a dealership) and was told that my drive side lower control arm needs to be replaced.
