right low beam light inop "tricky"

So the right low beam light is inop. I disconnected the wires from the bulb and shot for power and ground. I got 11 volts on the power wire and good ground on the ground wire. I checked the voltage on the left headlight as comparison, so this should be good. When I connected the wires to the bulb the ground wire still had a good ground, but the power wire dropped to 0 volts. I shot the wires through the assembly, from the bulb wires to the assembly plug receptacle. The wires had good continuity from point to point and found no shorts on any of the wires. I tried multiple bulbs and checked the fuses to see if i might of had a weak one. Just wondering if anybody had some advice. Thanks for your help.

Check the power coming from the CEM. I have a 2003 Volvo S40 and my right side light was receiving a bad signal. Luckily the wires are all uniquely color coded so you can identify the wires from the CEM that lead to the headlight. The CEM is underneath the dash in the driver side. I had to remove one panel to see it. I cut the wires at the CEM and spliced them with the left side headlight. Back in business
