Air pump inop

Hi, I see someone else had this problem but there was no fix reported. basically mi air pump is not coming on. the air pump works just fine i can jump the relay and the pump will come on right away.I switched the relays with the main relay and the car started so it is not the relay or fuse. for some reason the pump it not being comanded on when is supposed to?? anybody have this problem??

Air pump is controlled by the engine ecu.It shouldn't suppose to run all the time.It should turn on for a 2-3 sec on start-up (on cold engine) and sometimes when you sit a little longer at a red light(when engine is fully warmed up).
