Ok. Got it back open.
Yes I need to change the plugs:
I linked up the Crank Shaft exactly. (took out plug to reduce pressure really helped)
Now looking at the Exhaust and Intake. Notice exhaust is advanced. When I initially did this job, the exhaust rolled forward on me. I did roll it back a bit. Should I roll it back one more notch? Intake is lined up perfect. Tough tell from photo.

Reassembled. New plugs. Road test.
P0301 thrown at 60MPH.
I pulled the #1 plug when I got home. No oil. Looked fine.
Any ideas?

Check plug wires. Did you replace those too? When I did mine, the #1 and #3 plug wire insulation was separated from the core..not sure what that meant other than old wires, I didn't have any trouble reassembling with a touch of silicone. If the wire routing is not correct and/or the wires are old, the #1 (longest wire) could be losing spark from worn insulation or grounding against a metal part somewhere.
I would start at the place where you worked (fuel rail) and work back along the #1 plug wire and make sure it wasn't damaged.

The marks look good to me. I have never pulled the crank pulley myself.
Check the date on the wires, week/year (28/95). Replace wires, rotor, and cap.
You can also check compression. Sometimes random things happen at strange times making you think they're linked.

Road Test: Hit 70mph. Error codes thrown P0301 and P0302.
Engine shudders.
While the engine was running, I pulled each plug one at a time, checking for spark. Each had spark and the engine resumed when I replaced each plug.
I will swap out NKG to Volvo plugs but I think there's something else afoot.
I have a fffsssst sound coming form the heat shield area. Any ideas. I felt around and didn't find any hoses detached.
