940 Turbo Gauge Drop Bad Turbo?

Never had to work on my wife's 940 turbo or any other turbo, other than normal maintenance so not really sure what's going on with the turbo. After starting car turbo gauge drops some and when you give it the pedal it drops rather than rising will come back to mid position after a short while of steady throttle but never more than that. When we first picked up car it would shoot up 3/4 or more on the gauge. No check engine lights on ,no abnormal noises, no smoke out exhaust and no blockage that I can find in intake. Is the turbo shot or what else could be causing this? My wife isn't performance motivated so she never noticed the gauge and lower performance (she drives like my grandmother)

You could have a blocked catalytic converter. Remove the plug at the top of the cat, just behind the turbo exhaust housing. Try it again. A noticeable difference indicates a blocked cat. No difference indicates a possible problem with the turbo, the waste gate or an obstruction in the intake pipes.
