I am sorry, I misphrased my sentence.
It should read:
- If you jump the 15-87 and car runs, fuel relay is bad.
- If you jump the 15-87 and car does not run, fuel pump (or wiring to fuel pump) is bad.
Sorry for the confusion!

Re Fuel Pump RELAY, you have 2 options:
1. New relay from dealer is about $50 or so.
2. Repair the relay using cheap capacitors ($2-3 from Radio Shack).
Search for the DIY by "Ozark Lee".

It sounds like having the key in the On position for a couple of minutes for the code reader/eraser may have done something to enable starting. My 1999 XC's symptoms are as described by others. When it does eventually start, there's an audible buzzing (fuel relay?) until the engine warms up a bit.
