Welcome to Matthew's Volvo Site.
The 940 has two fuel pumps, an in-tank priming pump and a main pump under the car. The main pump is mounted in a cradle with the fuel filter alongside. If the in-tank pump fails the main pump can cope on its own if the fuel level is above half tank. Once the level falls to less the main pump will struggle.
Before you start looking at pumps check the fuses that cover the pumps. Main pump is fuse #1 and in-tank pump is #11. If they are OK then check the fuel pump relay which is in the fuse relay block behind the ash tray. It is left side, middle row. A quick check to see if it is working is to put your finger on top of the relay and switch on the ignition. You should feel a click each time the ignition is switched on. If the fuses and relay are OK you need to check that the two pumps are coming on when you switch on the ignition. The main pump is easy as you should be able to hear it from the driver's seat if you leave the door open. The in-tank pump is harder and you need someone to help. Remove the filler cap and listen at the filler whilst your assistant switches on the ignition. The sound will be momentary if the engine is not started.
Check these out first and post back with the results.
