Cold start problem 1989 740 Turbo

Well, it's cold again and my Volvo won't start. I had this problem at the end of last winter but it went away with warm weather. It starts, sputters, then dies and won't start again. It appears to be flooded. When I pull the injectors it starts for the few seconds of fuel it has. I can sometimes get it started by having someone crank it while I pull off the injectors and pop them back on again.

Does anyone have information on these Volvo Tech Service Bulletins:
530900101 Jan 90 Campaign - Cold starting problem
28102 May 94 Fuel Control Unit- Updated to improve cold start
2321A Mar 91 Engine - Cold start difficulties

Would this be a MAF problem?
