2007 NO Start, electrial problem

Hello, one of our volvo is acting up and i have spent weeks looking into it and have run out of ideas!
this is a 2007 xc90 3.2 awd with 70k miles
the car went from working fine to the next day it will not start!
I insert the key to POS 2 and all the lights on the dash go on, the usual chimes but turning the key to the start position does nothing at all! no click from the starter not anything!
now i know the starter and the relay are fine! if i jumper the relay the starter works just fine!
Additionally i got a dice/vida and looking at the cem
i can see that the imobilizer is getting codes and is sending out an allows starting code. there are no relevant codes
the ecu and all other modules comunicate just fine and i can see all the values.
i've switched with our other xc90 (same year) the ignition ring (same result) the back of the ignition switch (same result)
i can however see that the cem is not sending a comand to operate either the fuel pump or the starter relay. turning the key to the start position both of those relays remain off. unlike on our other xc90 that i see the active while.
so the cem isnt sending the comands properly!
so do i have an alarm issue? or is the cem itself going south?
also i've tried the lock/unlock with either of our 2 keys and same results

any ideas would be greatly appreciated!

ps: if i buy a used cem and pay for the 3 day subscription and pay for the upload can a used cem be RE programed to my car?

Hmm I really don't think that Volvo's servers will allow an unlicensed Vida to aquire subscription time. Perhaps call a dealer and find out what the charges are. Of course they'll supply the standard answer of "it may not work"

When one buys a subscription, volvo sends you the dvds for vida. So it is legit.

Do they send a license key which makes the Vida s/w expire in the same time as the subscription time or is it an infinite license?

There is a CEM reload part number in Vida for your vehicle so it should work with a used unit as well as reloading the original if it's corrupted.

9438273 is the part number for your vehicle for CEM reload. Have a look at the attached instruction sheets as there is an address verification procedure which could take a while to achieve
